Specifications include, but are not limited to: Updating the Comprehensive Management Plan (CMP) for sovereign lands at Bear Lake in Rich County. 1. Complete Final Project Negotiations - The offeror will work with the contractor to finalize a project timeline, schedule, planning team, costs and any other planning efforts required for the CMP. 2. Review existing information - There are several documents that describe current conditions of Bear Lake and the surrounding area. Examination and articulation of how these documents will be employed is fundamental to the planning process. Documents to be considered may include, but are not limited to: a. Current Bear Lake Comprehensive Management Plan (2009). b. Bear Lake Valley Blueprint (2010) c. Bear Lake Legacy Pathway (2012) d. Utah Wildlife Action Plan (2015) e. Utah Department of Transportation's "Bear Lake Corridor Study" (2016) f. Bear Lake Joint Fisheries Management Plan - Utah and Idaho (Unknown date) g. Other State Policies, Statutes, Rules, and the Public Trust Doctrine. 3. Public Involvement - R652-90 requires public participation in the planning process.
