Specifications include, but are not limited to: quirements 1) Program Components: The ANP must provide visually impaired users access and usability to local, regional, and national newspapers similar to the access and usability sighted users have when sighted users visually read the newspapers through a software program that accepts electronic text provided by local, regional, or national newspapers and converts the electronic text to synthetic speech. Registered blind and visually impaired users (“Registered Users”) must be able to access such converted synthetic speech twenty-four hours a day, seven days a week by using a touch-tone telephone to reach the ANP's local number or the ANP's nationwide toll-free number where local access is not available. The ANP provider must control access to the ANP program by requiring Registered Users to enter a personal identification number. The system must be operational 99% of the time or more. PUCT staff will periodically test to ensure the system is operational. 2) Call Features: The ANP provider must convert all text from participating newspapers into synthetic speech and make such converted speech available to Registered Users. The ANP must have a variety of menu choices and navigation features that help users navigate through menu items or articles. The ANP must be flexible and interactive enough to provide a variety of voice selections (minimum of 5) with adjustable speaking rates, commands for obtaining help, searching text, and spelling text. users must be able to interrupt the presentation and return to the information being read when the help, search, or spell command is activated. During business hours, users must be able to speak with a customer service representative through the navigation system. Proposers must identify their business hours in their proposals. PUCT staff will periodically test to ensure that all call features are operational. Call features must be operational 99% of the time or more.
