Specifications include, but are not limited to: The Texas General Land Office (GLO), on behalf of the Texas Veterans Land Board (VLB), is seeking proposals from entities to manage and operate the Ussery-Roan Texas State Veterans Home located in Amarillo, Texas. Operator shall manage and operate the Amarillo Veterans Home in compliance with all applicable laws, rules, regulations, standards, and policies of federal, state, and local governments and any other entity that may have jurisdiction. Operator shall supervise the performance of all administrative functions necessary to manage and operate the Amarillo Veterans Home including comprehensive medical, nursing, administrative, and social programs. Operator shall manage and operate the Amarillo Veterans Home in a manner that respects the rights and dignity of each resident, ensuring that all veterans and nonveteran residents have the opportunity to achieve a maximum level of independent functioning and the best possible quality of life. Moreover, Operator shall not place in jeopardy any licenses or certifications legally required to operate the Amarillo Veterans Home as a certified Medicare and Medicaid nursing facility with an Alzheimer’s Care Unit. Operator shall provide the GLO/VLB, through its On-Site Representative, any reasonable operational information that may be specifically requested by the GLO/VLB, including any information needed to assist the GLO/VLB in complying with any reporting obligations imposed on the GLO/VLB by any federal, state, or local agency. Operator shall provide the OSR information and complete access to the Amarillo Veterans Home and to the residents, reports, meetings, etc. at any time. Operator shall immediately notify the GLO/VLB and other entities, as may be required by law, of any abuse or suspected abuse of a resident, any unexpected or unexplained injury or death of a resident, any neglect or exploitation, or any immediate threat to the health or safety of any resident.
