Specifications include, but are not limited to: The selected firm will be responsible for conducting an extensive analysis and follow the American Society for Testing Materials ASTM F1637-19 Standard Practice for Safe Walking Surfaces to identify, rank, categorize and prioritization existing and future sidewalks. This prioritization ranking analysis shall identify existing sidewalks, future planned sidewalks, document their condition and location, denoting deficiencies and providing recommendations to ensure walkability, livability, and to achieve full compliance with ADA/TAS requirements. This analysis should also identify and incorporate existing and future funding opportunities to accomplish sidewalk improvements. The chosen firm shall create a complete Brownsville Sidewalk Master Plan to be accomplished based on best management practices set forth by the selected firm. The Brownsville Sidewalk Master Plan shall also establish an up to 10-year strategic implementation plan for the systematic completion, repair, and upgrade of the current sidewalk system. This implementation plan shall outline both short and long range sidewalk improvements based from the above mentioned analysis. The chosen firm shall produce a digital and hardcopy report, including GIS data, of all findings and goals resulting in Brownsville’s Sidewalk Master Plan; said report should include goals, data, surveys, maps, recommendations, implementation process, timelines, and total project cost once the master plan achieves full implementation. The proposer may suggest additional work, if the firm believes it will provide better results; or improve the overall planning efforts. The firm shall assist City staff by identifying design-oriented (cost-saving) solutions; including situations involving historic preservation.
