Specifications include, but are not limited to: The program is for quick clearance of stalled and/or abandoned vehicles ofmotorist off the freeways for the safety of the travelling public. This program will provideremoval of thesevehicles on the freeway to a nearby location where minor repairs (such as fixing a flat tire or adding fuel) can be safely performed or where arrangements can be made by the vehicle owner for the removal to a repair facility. The vendor shall furnish, as needed and as required, wrecker servicesfor quick clearance of stalled and/or abandoned vehiclesas directed by the HCSO for non-consent tows of disabled, non-crashed vehicles for freeways managed by the HCSOTow & Go Program. Harris County intends to award per segment. The awarded vendor(s) will be required to manage, patrol and provide continuous coverageoftheir awarded segment(s)twenty-four (24) hours a day, seven (7) days a week and must be able torespond to calls for assistancewithin six (6) minutes. The segment map and listing of starting and ending points is listed on attachment m., Tow & Go Segments. The vendor shall cooperate with all law enforcement and other public service employees respondingto or present at a police scene. Vendor shall respond to a police scene with no more towing capacity than necessary, based on the number of wrecked or stalled vehicles at the scene to minimize hazards and traffic obstructions. The vendor shall not employ any wrecker driver who does not meet the requirements of attachment n., Harris County Tow Truck Ordinance for Law Enforcement Towing and Storage Services.The vendor shall have the capability of towing foreign and domestic passenger cars (light-duty towing), and trucks. Light-duty towing is defined by the Texas State Department of Transportation as vehicles not exceeding 11,000 lb. gross vehicle weight rating. From time to time vendor may be required to perform a tire change or jump start.
