Specifications include, but are not limited to: Develop a master plan that provides analysis and recommendations for developing the project area (see Attachment B) into a cohesive development area with its own character, community, economic vitality, and branding that can be implemented over 10 years. Develop within the 10-year master plan the modernization and expansion of the KBHCCD within the context of a vibrant, mixed use Civic Center District, to ensure its continued competitiveness as a major destination for local, regional, national and international events. Develop a master plan with recommendations for the redevelopment and/or renovation of facilities sited on CES managed properties with the project area. Develop a master plan with consideration of other properties and proposed developments within the project area to create a cohesive and coherent district. Conduct a feasibility study for development of a new multimodal transit center on KBHCCD properties Lots “E” and/or “D”. This multimodal facility should connect with the new High Speed Rail Station on the south side of I-30 and support all transit modes including, but not limited to; transportation network companies (TNCs), automobiles, light rail, higher-speed transit to Fort Worth, Amtrak, TRE, streetcar, local and regional bus lines, vertical take-off and landing vehicles, pedestrian, bicycle traffic, and last-mile transit modes.
