Specifications include, but are not limited to: 1)Development of Appropriate Engineering Methodology for Resilience Indicator that Implements a Criticality – Vulnerability Assessment Framework. The consultant shall develop a methodology for resilience indicator that implements a criticality – vulnerability assessment framework on Harris County roadways (Major Thoroughfares, Collector & Residential Streets). 2)Development of Appropriate Engineering Methodology to Determine Passive and Active Water Crossings on Harris County Roadways. The consultant shall develop a methodology of identifying and determining passive and active water crossings on Harris County roadways (Major Thoroughfares, Collector & Residential Streets).3)Development of Appropriate Engineering Measures & Backup Data including Standard Design Templates. Evaluation and determination of applicability of early warning systems, roadway flood sensor technologies, traffic control devices, and other notification devices that could be utilized to improve transportation safety during and following rainfall and flood events on Harris County roadways and bridges, at the Washburn Tunnel, and at the Lynchburg Ferry. Provide engineering recommendations as to what safety improvements should be utilized in Harris County, and create standard details that could be used in engineering plans and/or for purchase of equipment, as applicable, to accompany those features. Standard details shall be provided to the County in an editable electronic format. For the purpose of this engineering study, it is assumed that no more than ten (10)measures will be recommended. If additional measures are recommended, the County shall select which ten (10)it would like standard details developed for or may opt to have additional details developed as an additional service to this contract.
