Specifications include, but are not limited to: Contractor shall provide health professions supply and demand workforce projections covering years 2017 through 2030 for the Health Professions Resource Center (HPRC). Contractor shall furnish validated model for projections, all hardware and software necessary to produce projections, and data other than licensure data held by HPRC. 8.4.1 The production of a projected population file for each county. The contents of this file will consider current and projected future demographics, prevalence of select diseases (e.g., diabetes, cardiovascular disease, asthma, etc.), prevalence of obesity and smoking, and socioeconomic and insurance coverage. Such files will provide the starting point for projecting demand for health care services by county, year, care delivery setting, and health occupation/specialty, which in turn is used to project future demand for health care workers. Creation of this file will use the most recent data on population projections for Texas from the Texas State Data Center, American Community Survey (ACS), Behavioral Risk Factor Surveillance System (BRFSS), and other data sources such as Centers for Medicare and Medicaid Services (CMS) data for people in nursing homes and residential care facilities. 8.4.2 Analyses will use microsimulation models. The microsimulation models should be able to be updated as new data become available in the future. The microsimulation model demand should be able to be updated on at least an annual basis. Microsimulation models should consider incorporate various scenarios, as appropriate, to reflect potential changes in care delivery, etc. The contractor should work with HPRC to identify which demand/need scenarios to model. 8.4.3 Final projections shall use the latest Texas licensure data available to HPRC to develop supply projections. Analyses shall include: (a) current supply by county, (b) estimates of new entrants to the workforce and attrition from the workforce, (c) estimates of hours worked patterns by demographics —using national data if Texas-specific data is unavailable, and (d) analysis of the geographic movement of providers in terms of practice location. 8.4.4 Projections and other findings will be shared in the form of PowerPoint presentation slides, Excel files, and a Tableau file containing data, charts, tables, and maps. A summary of data, assumptions, and methods will be provided in PowerPoint slides, with a link to online documentation of the micro-simulation models.
