Specifications include, but are not limited to: The purpose of the planned procurement is to ensure continuity of service with the current Petroleum Storage Tank Emergency Response and Supplemental Site Activities contract. Under the contract, the Remediation Division will issue Work Orders for the performance of emergency response services to rapidly identify, assess, control, and abate hazards resulting from releases of petroleum substances at confirmed or suspected Leaking Petroleum Storage Tank sites. Specific situations constituting a significant risk requiring immediate response activities include but are not limited to: 1.1. A current vapor impact to a building or residence exists which is possibly associated with the release. 1.2. An active public water supply well, public water supply line, or public surface water intake is impacted or immediately threatened by the release. 1.3. A sole-source domestic water supply well or line, or sole-source domestic surface water intake is impacted or immediately threatened by the release. 1.4. Explosive vapors are present in a subsurface utility system. 1.5. Non-Aqueous Phase Liquids (NAPL) is present at the ground surface, on surface water bodies, or in utilities other than water supply lines. 1.6. NAPL is present in a semi-contained area (such as a ditch) and a flash hazard exists. 1.7. The Edwards Aquifer, recharge zone or transition zone may be impacted. 1.8. Ambient outdoor air vapor/particulate concentrations exceed concentrations of concern from an acute exposure or safety viewpoint.
