Specifications include, but are not limited to: 1.1.1. DFPS Mission The mission of DFPS is to protect children, the elderly, and people with disabilities from abuse, neglect, and exploitation by working with clients, families, and communities. DFPS seeks to contract with qualified providers, to purchase Personal Assistance Care (PAC) Services for adults who are functionally limited in performing activities of daily living (ADL). Services will enable the individual to engage in the activities of daily living or perform the necessary functions for independent living, thereby remedying past abuse, neglect, or financial exploitation and reducing the risk of recidivism. DFPS does not guarantee any minimum level of utilization or specific number of referrals. Utilization rate will vary according to the needs of staff, individual client needs and regional allocations. The final decision for use, partial use, and non use of these services lies within the authority of DFPS. 2.5. Service Description 2.5.1. Contractors must meet the requirements of and provide services in compliance with the DFPS service requirements and the Texas Department of Aging and Disabilities (DADS) Licensing standards for Home and Community Support Services Agencies (HCSSA) with the Personal Assistance Services category of license. 2.5.2. Personal Assistance Care is face-to-face, non-skilled, nontechnical service provided in a client’s home by an attendant employed by a licensed home and community support services agency. Tasks performed for the client include: 2.5.2.1. Personal care tasks related to the care of the individual’s physical well-being: bathing, dressing, meal preparation, feeding, exercise, grooming, routine hair or skin care, assistance with self-administered medications, toileting, transfer, and ambulation. 2.5.2.2. Home management tasks that support the individual’s health and safety: cleaning, laundry, shopping. 2.5.2.3. Escorting, to support the individual in living in a community, arranging for transportation, and accompanying the individual to a clinic, doctor’s office, or another location for medical diagnosis treatment.
