Specifications include, but are not limited to: The Texas Military Department (“TMD”) is issuing this Request for Qualifications (RFQ) for governmental professional appraisal services to be performed at eight (8) facilities located in Iraan, Texas. Each facility is 1,750 square feet. TMD requires the Successful Respondent to meet or exceed the following requirements to provide professional real property appraisal services on Real Property: 2.1.1 Attend site visit(s) prior to submitting completed appraisal report, to be coordinated between the TMD Point of Contact and Successful Respondent’s Point of Contact. 2.1.2 Provide professional real property appraisal services at eight (8) facilities located in Iraan, Texas; 2.1.3 Estimate market value for land and improvements; 2.1.4 Provide a certification of limiting conditions, if any; 2.1.5 Provide an analysis or supporting information arriving at the value; and 2.1.6 Provide a complete appraisal report to TMD within forty-five (45) days of purchase order execution. Appraisal report shall include: 2.1.6.1 Table of contents; 2.1.6.2 Cover page indicating the property being appraised, address of the property, company/appraiser name, address and phone number. PO number shall be identified on the cover page; 2.1.6.3 Illustration of the methodology and lengths to which the appraiser went to provide the most accurate valuation information; 2.1.6.4 Summary sheet on company letterhead, with review of processes followed and fair market value of the property; 2.1.6.5 Factual information pertinent to property, dwellings, value and ownership; 2.1.6.6 Fact summary; 2.1.6.7 Extraordinary assumptions, if any; 2.1.6.8 Color photos and maps; 2.1.6.9 Full report including scope of work, description of the steps taken during appraisal process, methods used to determine the property value, details about comparison properties, including physical and economic characteristics, etc.; 2.1.6.10 All market and analysis data; 2.1.6.11 Zoning and flood data; 2.1.6.12 Assessment of highest and best use; and 2.1.6.13 Limiting conditions
