Specifications include, but are not limited to: The Port of Houston Authority (“PHA”) is seeking a Request for Qualifications (“RFQ”) to engage the services of a professional engineering firm, partnership, corporation, or joint venture qualified to provide the planning and design to construct East End areas of the Bayport Container Terminal. The first phase of this project will involve updating the Bayport facility master plan for this area of the terminal, including drainage and power distribution considerations for future terminal infrastructure. The planning, preliminary engineering, and design elements should include surveying, grading, shoreline hydrology, hydraulic modeling, utilities, electrical, security, telecommunications, cost estimating, and related disciplines. The selected team shall have the capabilities to provide a detailed container terminal yard design and construction phase services in the second phase of this project, after the recommended facility master plan update has been accepted and approved. The selected consultant will be required to examine options for the best sequencing and include construction cost estimates for its design plan.
