Specifications include, but are not limited to: A. The Juvenile Offender Caseload is a departmentally operated field unit for clients who have been adjudicated for sexual offenses and who are court ordered onto the unit. Youth who have committed a sexual offense and have been given a Deferred Prosecution Probation (DPP) disposition may also be referred to the unit as part of the DPP agreement. The client age range is 10 years to 18 years old The Juvenile Offender Caseload Unit is considered to be an intensive caseload, and probation officers working in this unit are trained to work with clients who have sexual behavior problems. As part of being assigned to this unit, clients are ordered to successfully complete a specialized treatment program or enhanced sex education designed for clients who have committed sexual offenses. B. Tarrant County Juvenile Services is looking to award one (1) or more contracts to provide non-residential, sexual offense specific treatment and/or enhanced sex education (DPP) for our clients and their families. Contractors who can provide services in Arlington (south of I-30 and east of Eastchase Parkway and north of I-20) will be given additional consideration. C. The number of clients who will be in treatment fluctuates between 80 and 100 per year. D. Assessment – Tarrant County Juvenile Services will work in partnership with the chosen provider(s) to determine the risk level and appropriate intervention for each client and family referred. Contractor will complete a thorough psycho/sexual/social history during the assessment session which may include actuarial tests. E. Risk factors include clients who deny their offense; demonstrate an ongoing use of pornography, continue to commit abusive acts and do not demonstrate skills of self-regulation. Additional risk factors include supervision issues such as being unsupervised and alone with children under twelve (12) years of age and/or their victim(s), engaging in sexual activity, not following probation terms and conditions, safety plan and/or the treatment contract, substance use and/or abuse, and new law violations. Risk and need will be determined through the combined use of the PACT and MAYSI-II (TCJS) and a recognized instrument such as the J-SOAP-II, the J-SORRAT-II, PROFESOR or the ERASOR (Provider) in addition to other tools deemed necessary by the Provider(s). Every client shall receive an MSI-J (MultiPhasic Sexual Inventory/Juvenile Version) upon referral to the program and upon completion of treatment. TCJS and the Provider(s) will collaboratively review the results of the evaluative measures and assign an appropriate risk level and intervention based on need. The client and family will participate initially in a family conference with TCJS and Provider, and within 30-days of their case disposition, to review the safety plan, the proposed treatment intervention and their roles in completing probation successfully.
