Specifications include, but are not limited to: evaluate billboard media buys placed by the advertising services vendor based upon variety of data to determine efficacy of the buys. After reviewing and assessing the data, the final report must include both an executive summary level, as well as a highly-detailed level, that support the key findings of the Media Review.The report should include, but is not limited to:A.Actual rating delivery versus estimated/purchased rating delivery•Index and difference (actual figures) between goal rating points, purchased rating points and delivered rating points.•Any findings of under delivery are to be presented by market.B.Cost efficiency performance (purchased/posted) versus industry market benchmarks•Index and difference (actual figures) between budgeted dollars, purchased dollars and actual dollars. Purchased and actual cost comparison versus industry benchmark costs (source to be approved) or as agreed to by the Texas Lottery.
