Specifications include, but are not limited to: Conduct a study that includes, but is not be limited to: 1. A comprehensive report including market comparison and analysis of benefit plans to determine the value of the County’s current program, market comparisons, and recommendations for alternatives based on market and competitive position reflecting cost or savings to the County. The report shall include a narrative, graphs, and charts both with detail and at high level. 2. Multiple cuts of the analysis and/or data may be requested by the County. Example: Analysis comparing the County’s current program to both private and public sector and a separate analysis comparing the County’s current program to just public sector. 3.
