Specifications include, but are not limited to: – In Phase I, the firm will identify data sources relevant to the overall study and assist the City in defining the prospective areas of inquire for Phase II. The tasks involved in conducting the utilization scan will include but not be limited to: Procurement, Policies, Practices, and Procedures – Conduct a detailed examination of the City’s and State’s laws, the City’s procurement policies and procedures, and diversity & inclusion policies that govern the City’s procurement programs. Data Collection – Assess the availability of awards and payment data maintained by the City. Collect all pertinent electronic and hard copy data appropriate and available to execute various analyses associated with the City’s disparity study. Data collected should include, but is not limited to the following: Ethnicity and gender as well as more aggregated groupings – businesses owned by minorities, women, or other socially and economically disadvantaged individuals, and all certified M/WBE firms; Contracts with M/WBE goals versus contracts without M/WBE goals; Major procurement categories (i.e. architecture & engineering, construction, goods, other services, and professional services) as well as non-major procurement categories (i.e. informal solicitations, administrative actions, and p-card purchases).
