Specifications include, but are not limited to: The interactive computer-based training system will: provide, through audio and visual display, the means for individuals to receive training information; provide the ability to customize each course, to include actual video footage taken at Dallas Love Field, to meet the needs of the City of Dallas – Department of Aviation; utilize interactive training programs which may be produced without the use of technology owned by, or available to, the retail seller of the hardware, thereby allowing the production of programs by other parties; be upgradeable and expandable to meet the needs of the City of Dallas – Department of Aviation; allow for partial updates to the curriculum as desired by Client; be self-paced for each individual; have the ability to display closed captions in English, Spanish, and Korean for all training courses; provide a means for the individual to interact with the equipment by responding to cues, questions, or options; be capable of storing information provided by each individual respondent and manipulate that information in such a way as to provide additional information based on the data received from each individual’s response; allow individualized and simultaneous training for at least twenty-five (25) individuals; provide a means by which the trainee(s) may be tested on the information presented; provide a means by which the results of such tests may be made immediately known to the trainee and stored or displayed for review by the trainee and/or an instructor; provide a means to produce a hard copy of the test results; be expandable and able to accommodate new training program modules and training on multiple topics; group training modules based on badge requirements; provide electronic audit trail/logs; be capable of scoring the test as pass/fail based on airport standards; The Proposal must include all labor, any required system integrations into HID’s SAFE PIAM system, supervision, equipment, materials, and items necessary and proper as described to complete design and production of each training course. Software Requirement be compatible with at least one readily available series of training programs used to comply with federally mandated safety and security requirements, including, but not limited to, 49 CFR Part 1542, Airport Security; and 14 CFR Part 139, Certification and Operations: Land Airports Serving Certain Air Carriers, the Americans with Disabilities Act; and the Clean Air Act; be fully integrated by the vendor into HID SAFE, which is the Physical Identity & Access Management (PIAM) system utilized by the City of Dallas - Department of Aviation, for real-time result tracking and enrollment; be in compliance with the Americans with Disabilities Act (ADA), as applicable, and with Personally Identifiable Information (PII) as used in US privacy law and information security; allow the vendor to host the training solution on the vendor’s external server; The vendor’s system must be securely hosted with a standard web browser using https 256 bit SSL encryption.
