Specifications include, but are not limited to: The Texas Health and Human Services Commission’s (“System Agency”) procurement and contracting functions presently are the focus of internal and external reviews. In addition to those reviews, the System Agency seeks to retain a highly-qualified, independent consultant to review the System Agency’s procurement and contracting functions, advise its internal deliberations on policies governing procurement and contracting, synthesize the various reviews and, if requested, assist the System Agency in implementing changes consistent with industry best practices. The Contractor must perform a comprehensive analysis of the current state of the System Agency’s procurement and contracting, advise where the System Agency’s procurement and contracting do not meet industry best practices, develop an improvement plan to bring the System Agency’s procurement and contracting into alignment with best practice standards, and later evaluate the extent to which the System Agency has successfully addressed identified weaknesses. In addition, the Contractor may be tasked with reviewing the System Agency’s contract management practices and advising the System Agency during the implementation of changes to its procurement and contracting practices. Finally, the Contractor may be required to assist in reporting to other Texas governmental entities, including the Texas Legislature, regarding the subject matter of this Contract.
