Specifications include, but are not limited to:. Assess the overall needs, objectives, and current structure of the City’s Deferred Compensation Plans; Assess the level of Deferred Compensation Plans’ governance and fiduciary oversight; Review and analyze the overall structure of the Deferred Compensation Plans Boards and governance including membership and selection process for Deferred Compensation Plan boards to determine if the structure and governance comports with industry standards and best practices; Gather, review and analyze all Deferred Compensation Plan Document(s), Trust agreement(s), Third Party TPA Agreement(s) for Plan Administration (the “Governing Documents”). Gather, review and analyze any other relevant documents such as, but not limited to, Committee Charter/By-laws, Investment Policy Statement, Fee and Expense Policy, etc. and provide a report on compliance, fees and overall structure of the Governing Documents and additional documents reviewed; Analyze and advise on whether additional documentation should be established or revised; Analyze and advise on whether additional policies should be adopted and implemented, such as, but not limited to, an Education Policy, Fee Policy, etc. Report any omissions in the Governing Documents and make recommendations to amend or correct the Governing Documents and provide overall advice on the improvement of said structure;
