Specifications include, but are not limited to: Community-Based Care moves from operating one standard foster care model, to multiple community-based models, designed to build off the existing strengths and fill service gaps identified in communities. Chapin Hall, an affiliate of the University of Chicago, conducted an analysis and determined that to ensure the greatest success of an SSCC, a catchment area should have at least 500 new entries of children into the foster care system each year. In addition to this analysis, DFPS considered the established regional boundaries, existing capacity within regions, and identified resource hubs to develop a map of potential catchment areas. DFPS released a map with 16 catchment areas for public comment in July 2014. Based on the comments received, the state was ultimately divided into the current 17 catchment areas.
