Specifications include, but are not limited to: A. The Contractor shall audit 7% from the list of 206 self-haulers and 30% from the list of 10 hire haulers who pay the MSWSSC at Cefe Valenzuela, J.C Elliott Collection Center, and the Guller-Hurst Landfill. B. The Contractor shall consult with the Contract Administrator before finalizing the hauler list for auditing. C. The Contractor shall audit solid waste haulers for hire who remit and report MSWSSC collections monthly using the MSWSSC remittance form. D. The Contractor shall test for adherence to remittance guidelines specified in Section 21-47 of the City code of ordinances. E. The Contractor shall test and reconcile solid waste hauler records in accordance with City code of ordinances, Section 21-49, to assure: 1. Records maintained by solid waste haulers conform with the City code of Ordinances, Section 21-48, and 2. Remittances confirm to the MSWSSC for the appropriate customer classifications described in the City Code of Ordinances, Section 21-47. F. The Contractor shall audit from October 1, 2015 through September 30, 2018. These 36 months period represents three fiscal years for the City. G. The Contractor shall test for compliance with the City’s Code of ordinances, Chapter 21 Garbage, Trash, and other refuse, Article IV - Resource Recovery Fee Schedule, Sec. Chapter 21-47 - Municipal Solid Waste System Service Charge, Sec. Chapter 21-48 - Required records, and Sec Chapter 21-49 - Reconciliation of solid waste hauler’s statement and records. H. The Contractor shall perform audit in accordance with Generally Accepted auditing standards, applicable Government Auditing Standards issued by the Comptroller General of the United States and any applicable AICPA audit and accounting guidelines.
