Specifications include, but are not limited to: Public Utility Commission -licensed Retail Electrical Provider, cooperatives, or a political subdivision corporation to service Zapata County ISD’s complete electric energy requirements. The District recognizes that the current energy market in Texas provides alternative opportunities for consumers to procure energy services. The chosen supplier must provide energy services of the specified quantity and quality, and must deliver them continuously to meet District need except in instances of force majeure. The District intends to be an active participant in the competitive electricity market retail access programs in the areas in which its facilities are. All District electric energy demands are eligible for procurement under this RFP.
