Goals and Objectives • Tarrant County College intends to make a single award for a Learning Management System (LMS) that is both allows for integration of external content (SCORM, xAPI, AiCC) and provides native authoring tools which supports, even extends, OED’s ability to develop and administer effective professional learning opportunities at scale. It is critical that the selected product is Section 508 compliant and has TX-RAMP certification (or equivalent StateRAMP/FedRAMP authorization) requirements and/or is TX-RAMP requirements. • The product must have single sign on (SSO) capabilities (integrated with Azure Active Directory) and shall support role-based access control (RBAC). It must also integrate with existing TCCD systems and content providers. • The LMS must support the ability to link measurable behavioral objectives, skills, and competencies to individual sessions, and pathways/programs as well as assign clear criteria which establishes minimum expectations for completion. Comprehensive learner progress tracking with analytics that can be aggregated/disaggregated at varying levels shall be a component of the LMS. • The vendor shall provide a platform which is flexible and customizable allowing for other content to be ingested as SCORM, xAPI, or AiCC packages thus meeting the TCCD’s diverse training and professional development needs. • The LMS architecture shall support 25,000 named user accounts and substantial content upload and storage capacity. • The LMS must be browser based and browser agnostic. • The LMS shall provide a process of moving user accounts and data between organizational units while accurately maintaining progress and performance data. • System event logging is preferred to include user transactions logs (system access, duration of general access, time spent per course, etc.). • If the LMS accesses external feeds or integrations with third-party software or services, those interactions shall be logged. • The LMS shall support multi-factor authentication for administrative users.
