Specifications include, but are not limited to: The Knoxville-Knox County Metropolitan Planning Commission (MPC) has a need to collect traffic count data for transportation planning purposes. The program consists of approximately one hundred forty (140) short roadway counts performed on an annual basis within Anderson, Blount, Knox, and Loudon Counties. Typically half are counted in the spring and fall while area schools are in session. The short counts are converted to estimates of average annual daily traffic using appropriate daily and seasonal variation factors. Additional information including vehicle classification and speed data may also be requested for select locations as needed. MPC and/or Knox County may also have a need for intersection turning movement counts, in addition to the roadway counts specified above
