Specifications include, but are not limited to: The federal government requires that States provide the ability for citizens to file Medicaid and CHIP applications and redeterminations via phone or paper, in addition to using the Federally Facilitated Marketplace (FFM) web portal, www.healthcare.gov, which is operated by the U.S. Department of Health and Human. To meet these federal requirements, the State has an existing service center, the Tennessee Health Connection (TNHC), located in Nashville, TN and Schaumburg, IL, which is operated by a State contractor to support TennCare and CoverKids eligibility services for individuals seeking to apply for and maintain eligibility for these programs. The State is also developing the Tennessee Eligibility Determination System (TEDS), which is anticipated to be fully operational by late 2018 and will provide the State’s residents with accurate and timely TennCare and CoverKids eligibility application and redetermination processing. In addition to TNHC and TEDS, the Contractor shall provide an efficient, high-performing Application Processing Center that provides the State’s residents with accurate and timely eligibility application processing and eligibility information. TNHC will serve as the Service Center and initial point of entry for members and their documents for the APC operated by Contractor. Contractor shall operate interactively and cohesively with TNHC RFP 31865-00487 46 to support TennCare eligibility services for individuals seeking to apply for and maintain eligibility for TennCare. The Contractor shall be the sole operator of the APC and is responsible for all operational requirements stated within this Contract when TEDS eligibility and enrollment system goes live in late 2018.
