Specifications include, but are not limited to: The Plan will provide: (1) own v. lease analyses of the portfolio and determine the proper balance between the two to optimize cost efficiency; (2) projections of long term requirements to forecast the State’s space needs and to identify availability of future facilities; (3) site and building specific development feasibility analysis to determine highest and best utilization; (4) identification of optimal utilization opportunities in owned assets; (5) recommendations to adequately fund real property assets to avoid deferred maintenance; and (6) optimized locations and co-locations to serve the citizens of Tennessee; (7) optimized work environments for state employees to facilitate recruitment, retention, and efficient operations; and (8) other items that may be revealed through the course of research and evaluations. ; Task One will include one or more work sessions where the Consulting Team will meet to develop the organizational framework to guide the Plan and meet project objectives, schedules, approach, and processes. These meetings will be the opportunity to outline existing data and to identify any information gaps.
