Specifications include, but are not limited to: 1. Conducting regional Air Quality Modeling and Conformity Analysis and preparing Air Quality Conformity Determination Reports for Regional Transportation Plans (RTP) and Transportation Improvement Programs (TIP) using the latest version of U.S. EPA’s MOVES software and related post-processing tools in performing regional transportation conformity analyses. 2. Development, calibration and operation of regional Travel Demand Models using the TransCAD® software platform. 3. Utilize the CommunityViz® scenario planning platform to generate land use, population, and employment projections for use in the Travel Demand Model. 4. Coordinate Interagency Consultation and the Air Quality Committee. 5. Attend MPO Engineering and Technical Committee (ETC), Transportation Policy Board (TPB), Local Air Quality Interagency Consultation (IAC) and Statewide Air Quality IAC meetings as requested by MPO staff. 6. Respond to MPO staff within 48 hours of request on cost and steps that will be required to address the air quality/travel demand model issue. 7. Demonstrate that project deliverables will be in compliance with federal transportation regulations (FAST Act.) and be acceptable to the Tennessee Department of Transportation (TDOT), the Mississippi Department of Transportation (MDOT), the Federal Highway Administration (FHWA), the Federal Transit Administration (FTA), and the U.S. Environmental Protection Agency (EPA); 8. The consultant should clearly be able to demonstrate in their proposal response the intent and scope of the project, the character of the deliverables, the services required for their delivery and the specific tasks that must be performed in the course of supplying these services; The proposer is encouraged to consider documentation related to the MPO’s required transportation plans (specifically the RTP and TIP) available at www.memphismpo.org. These plans contain extensive documentation related to the MPO’s existing conformity process and travel demand model.
