Specifications include, but are not limited to: The Tennessee Board of Regents is seeking information related to the development and implementation of a single learner record concept across a broad representation of American college and universities. The project will include thirteen (13) existing community colleges and twenty-seven (27) technical colleges. An initial pilot of this new software/platform would use the TBR Warranty Card program. The Warranty Card is currently delivered to every student who earns a certificate or degree in a technical program that they can provide to their employer. The employer may then request retraining on particular competencies that they may find to be insufficient for the work within their industry within one year of the student’s completion date. The pilot with the Warranty Card would include a digital version of the card, provided to the student, who may then share this electronic document with their employer. The employer, upon receiving the card, would open the electronic document to be able to see the specific competencies associated with the student’s degree or certificate which are covered by the warranty. Future Development Plans After the initial pilot, it is the intention of TBR to move forward in producing a similar record connected with the student’s diploma for all associate degree programs. The record would include an electronic copy of the diploma (with the option for the student to order a printed diploma from the vendor) and access to a student’s record that could be opened by a student or employer, providing additional details about student competencies, co-curricular engagement, prior learning assessments, certifications received, and special honors. Once in place, the opportunity for the public universities in Tennessee to be part of this contract will be offered.
