Specifications include, but are not limited to: This document serves as a “Request for Proposal” (RFP) from The City of Memphis (City), for Third Party Administration (TPA) Services in connection with the City’s self-insured claims administration of On-the-Job Injuries (OJI). The City of Memphis has a workforce of 9,000 employees and offers benefits to employees injured within the course and scope of their employment. Per Tennessee law, municipalities have the option to opt out of traditional workers’ compensation in favor of an OJI program. While similar in some ways to workers’ compensation, it is important to understand that this OJI program is governed by the City of Memphis’s written policy and has distinct variations from the standard workers’ compensation statute. As part of the City’s On the Job Injury (OJI) program, the City’s Lost Time benefits include a salary continuation program. The City will continue to handle all Lost Time payments through its normal payroll procedures. The TPA will be required to track ALL Lost Time payments for OJI claims data reporting purposes. The TPA is expected to consistently provide high levels of service to the City staff, its customers and regulators. The purpose of this section is to clearly define the service levels expected.
