Specifications include, but are not limited to: 1. Represent the OPECD board as its legal counsel. 2. Attend OPECD board meetings. 3. Draft and administer contracts, negotiate deals. 4. Review policies/procedures and like documents and defi ne best course of action and/or outline best practices. 5. Represent OPECD in legal proceedings, public hearings, or boards such as: a. Tennessee Emergency Communications Board b. TN911 Board c. Tennessee Emergency Numbering Association 6. Answer legal questions pertaining to the operation of the board, and the district as a whole. 7. Become familiar with TCA Code pertaining to the operation of 911 8. Assist in the creation of and continued maintenance of personnel policies 9. Provide legal advice and best practices regarding labor laws. 10. Research and anticipate legal risks. 11. Licensed in the state of Tennessee and admitted to the Tennessee Bar Association. 12. Attend either in person or electronically all Tennessee Emergency Communications Board Meetings in order to stay abreast of current rules, regulations and changes within the 911 system for the state of Tennessee. 13. Make every effort to attend TN911 board meetings of which the OPECD is a member in good standing, interacting with the TN911’s lobbyist and legal counsel in regards to upcoming legislative affairs.
