Specifications include, but are not limited to: The South Dakota Department of Environment and Natural Resources (DENR) is issuing a Request for Proposal (RFP) for the services of Contractors qualified in various specialized areas of pollutant assessment, response and cleanup of regulated substances, chemicals, livestock waste, sewage, pollutants, or contaminants that may cause a threat to public health, safety, or the environment. A Contractor may elect to perform any portion or all of the following response, assessment, or cleanup activities. The following is a list of objectives: To provide Emergency Regulated Substance Discharge Response to discharges of regulated substances, chemicals, livestock waste, sewage, pollutants, or contaminants within the State of South Dakota. To perform storage tank removal services as well as assessment and cleanup of contamination associated with tanks. To perform Remedial Investigations (RI), Risk Assessments, and Phase I, II, & III Site Assessments at discharge sites to confirm the existence, define the extent, and identify the threats and impacts to public health, welfare, and the environment caused by the discharge or release of regulated substances, chemicals, livestock waste, sewage, pollutants, or contaminants. To perform Feasibility Studies (FS) at discharge sites to identify, investigate, and recommend alternative corrective actions for sites and prepare a conceptual design for the recommended alternative. To prepare Corrective Action Design (CAD) consisting of detailed designs and proposal specifications for selected corrective action alternatives. To perform Corrective Action Cleanup (CAC) including construction, installation, start up and operation of CAD, collection, repackaging and transportation of residuals caused by the discharge of regulated substances, chemicals, livestock waste, sewage, pollutants, or contaminants. To perform ASTM E1527-13 Phase I Environmental Assessments at Brownfields sites.
