Specifications include, but are not limited to: Lexington County (County) is requesting proposals from engineering consultants (Consultant) for the purpose of Construction Inspection and Materials Testing of residential land development. The services being solicited are to be rendered at various locations in the County and for diverse projects that are, or will become, permitted by Department of Health and Environmental Control (SCDHEC) and the County. The projects to be inspected and tested are to be accepted for maintenance by the County after completion of construction. The Consultant services are to be provided on an on-going basis. The Consultant is to provide a unit cost for the inspection and testing services based on an hourly fee schedule. The Consultant should carefully consider the diversity of projects and locations when proposing a unit cost. The Consultant should understand that multiple projects or phases may require inspection and testing services simultaneously. The Consultant services are to include but not be limited to the following: 1. Maintain a designated primary contact with the County to ensure project continuity and scheduling efficiency. 2. Provide weekly progress reports to the County summarizing projects, status, and work being inspected. 3. Attend a pre-construction conference for each project or phase. 4. Provide on-going project inspection services to ensure compliance with approved construction documents, plans, and regulations. The Consultant is to use certified inspection personnel to perform duties. 5. Complete and submit inspection reports for the project with reasonable frequency. 6. Provide written notices of deficiency to the County, the Contractor, and the Developer. A notice of deficiency should be provided as promptly as possible when work is found to be non-compliant. 7. Provide materials testing using certified personnel, equipment, and procedures. 8. Review testing and provide testing reports to the County. 9. Provide video inspection of stormwater infrastructure. 10. Attend a final inspection for each project or phase.
