Specifications include, but are not limited to: Phase I Initial survey / assessment / audit - Perform assessment of the existing facilities, as well as site assessment. Items to consider are any relevant site and adjacent property factors, administration offices, conference rooms, public entry area, reception area, secretary area, meeting / training rooms, restrooms / showers, kitchen / pantry area, living quarters, sleeping quarters, exercise space, outdoor area, lockers, supply areas, generator areas, work areas, laundry area, IT/telephone closet, roof system, exterior shell, HVAC, and all structural, mechanical, and electrical system reports. Use the above to evaluate, assess and make recommendations on facility space needs which will allow for future expansion. This space assessment shall evaluate and incorporate all spatial needs to assure a modern, effective and efficient facility that provides for safe and responsive operations that meets and/or exceeds all current building and ADA code requirements, and identifies specific and standardized spatial requirements for the departments that use the facility. This task should include interviews and questionnaires to key Horry County and other government agency staff, county administrators, and other key stakeholders. Phase II Preliminary design - Formulate project design for longevity and for efficient construction of the project using a qualified general construction contractor. Phase III Permitting - Prepare any required environmental studies and submit permit applications to local, state and federal regulatory agencies, and advise County on permitting and compliance issues.
