Specifications include, but are not limited to: This project shall consist of the entire task necessary for the development and implementation of a Cost of Services and a new solid waste rate structure for each of the waste streams, to also cover the expenditures of the processes that have no income fee. The project shall also consist of the entire task necessary for the update of the Richland County Solid Waste Management Plan. The project shall consist of two main tasks. These are the development and implementation of a cost of services and a new rate structure for each of the SW&R services, including the expenditures of the processes that have no income fee, and the updating of the County’s Solid Waste Management Plan. Cost of Services and New Rate Structure Compile and Review Existing Information In conjunction with SW&R staff members, identify and review existing information that is pertinent to the development of Cost of Services/Rate Structure. • Present and Past Budgets • Present Cost Centers • Existing and Proposed Capital Improvement Projects • Financing for Closure and Post Closure • Historical Operations and Maintenance Costs • Historical Tipping Fees • Historical Host Fees • Historical Residential Solid Waste Fees Development of a Rate Structure • Cost and analysis for each of the services provided • Current and future cost of providing solid waste services in accordance with established and anticipated standards and regulations • Funding of all anticipated solid waste operations, maintenance, and capital costs • Funding requirements of all current and anticipated long term liabilities and debt obligations • Age and condition of solid waste infrastructure and equipment and the need to fully fund long-term capital improvements, replacement, and expansion related infrastructure and equipment • Ability of rate structure to be easily understood and administered • Equity of rates between customer classes for different services provided, and types of waste disposal • Service fee structure • Stable and predictable revenue services • Alternative revenue services • Recommended fund reserve amounts • Implementation schedule if phased increase is recommended Interaction with SW&R, Richland County Council, and the Public • Meet with Staff • Present report to Richland County Administration • Present Final Report to Richland County Council and the Public Solid Waste Management Plan • The Update to the Plan must be consistent with the South Carolina Solid Waste Policy and Management Act and the South Carolina State Solid Waste Management Plan. • The consultant will attend four (4) meetings with the Solid Waste Advisory Committee (SWAC) in order to provide technical guidance regarding the Solid Waste Management Plan and track comments by the Committee. • The Consultant will prepare a memorandum outlining recommended modifications to the current (2005) Solid Waste Management Plan for incorporation into a Plan revision. • The Consultant will prepare a PowerPoint presentation regarding the proposed modifications to the Plan for use at the first meeting of the SWAC. • The Consultant will attend four (4) meetings with the SWAC to provide technical guidance regarding the Plan and tract comments by the SWAC. • The Consultant will draft proposed revisions to specific portions of the Plan as directed by the SWAC. The Consultant will provide a draft of the Plan and PowerPoint presentation for the County’s review and will incorporate the County’s revisions to these proposed revisions. • The Consultant will attend a Public Meeting and present the PowerPoint presentation of the proposed revisions to the Plan.
