Specifications include, but are not limited to: Students shall be picked up from residential areas located within Richland County School District One territories and transported to schools located within neighboring school district territories. Students shall also be picked up in residential areas located within the boundaries of neighboring school districts and transported to Richland County School District One schools. These areas shall include Richland School District Two, Lexington/Richland School District Five, Lexington School District Two, and Lexington School District One. 1. Provide a list of vehicles in fleet including year and make. The vendor is required to use vehicles no older than seven (7) years old. All vehicles must be operated in a safe and lawful manner and shall comply with all federal, State, county, and municipal statutes, ordinances, and regulations which may be applicable to the vehicle. The vendor has the sole expense to maintain the vehicles in good operating condition and repair. The vendor shall have sole responsibility for any fines or penalties assessed for violations of any statute, ordinance, by law or regulation of any duty constituted governmental authority: as a result of the use of operation of the vehicles by any of the vendors employees, agents, subtleties or subcontractors and indemnify the district against any costs, fines, or charges the vendor is required to pay. In no event will the vehicle be used to transport hazardous substances. 2. Provide a copy of your “trip sheet” or other documentation used to substantiate invoicing. 3. Provide documentation of Insurance Certificate and the capability to add RCSD1 on Insurance Certificate. 4. Bidder shall provide data on how the company maintains current background checks on all drivers. These checks shall include but shall not be limited to appropriate licensure with the South Carolina licensure with the South Carolina Department of Motor Vehicles, SLED Criminal Background checks, and State and National sexual offender registries. Offeror shall meet all qualifications as set forth by federal, state, and local government entities. Drivers shall have no criminal convictions for offenses against a person, morality and decency, contributing to the delinquency of a minor, criminal domestic violence, assault and battery on a victim less than 17 years of age or a felony drug related offense. 5. Bidder shall provide drivers’ names, information on vehicles and date of background checks on drivers. a. Taxi service requests will be submitted via email with a minimum of 12 hours advance notice. In some instances this may not always be possible, if transportation services need to be provided more quickly. b. The McKinney-Vento Program Coordinator will submit in writing transportation request for students authorized transportation services in accordance with the McKinney-Vento Act. c. Only authorized rider with students are parents/guardians/caregivers that have been approved by the McKinneyVento Act Coordinator. The McKinney-Vento Act Coordinator will submit names to the contractor upon approval. d. All vehicles transporting students must be equipped with a Global Positioning System, at no cost to the District, with District access to view data and speed of the vehicle on request and in real time. e. All vehicles transporting students must be equipped with video and audio surveillance systems. A copy of the video must be furnished upon request, at no cost to the District.
