Specifications include, but are not limited to: A. Software Requirement 1. The system shall be a hosted and internet based application that is securely accessible anywhere and anytime. 2. The system shall allow outgoing calls only. 3. The system shall limit inmate calls to preconfiguredincrements. 4. The system shall include at a minimum, voice prompts in English andSpanish. Other languages are desirable. Please identify other language capabilities on the system. 5. The system search records should be run fast and efficiently. Describe the average time for a search response. 6. All inmate calls will be processed by an “automated operator” and shall not allow access to a “live operator” at any time. 7. The system shall provide a line for inmates/staff to report violations of the PREA (Prison Rape Elimination Act). 8. The system shall provide a crime tip line. 9. The Inmate telephone system must be capable of completing collect, pre-paid, direct billed, or debit calls only from inmates to both touch and rotary dial type phones. Person- to-person calls will not be acceptable. 10. The ability to e-mail a phone recording to another Agency from the Administration terminal. 11. The System must have the ability to provide Voice Biometrics in conjunction with the Inmate PIN and prerecorded name. Any additional fees or charges will be considered as a commissionableitem. 12. The System must provide integrated Voice Mail that will allow incoming messages only. The Facility must be able to leave one message to an inmate or broadcast messages to all inmates. 13. All software-programming changes shall be the responsibility of the Contractor and shall be made at no extra cost to the jail. Contractor shall inform the jail within thirty (30) days of any new software features that become available during the life of the contract. These features shall be implemented at no extra cost to the County. 14. System must be integrated with the Jail Management Software Company in association with authorized personal identification numbers that will be automatically assigned to each inmate, and will require prerecorded names. The Vendor will be responsible for all integration costs and this service must be provided to the Jail at no cost or reduction in commission. The Jail Management Software Company is Richland County Information Technology Department, and the contact person is TBD. 15. System must be integrated with the Commissary Company in association with providing PIN DEBIT. Debit Cards will not be allowed. The Vendor will be responsible for all integration costs and this service must be provided to the Jail at no cost or reduction in commission. Commissary Company information will be provided. 16. The system must be engineered to insure that no more than four (4) lines will be out of service at any given time due to a single component failure. B. Hardware Requirement 1. The Inmate telephones shall not require any electrical outlets at the actual telephonelocations. 2. The Inmate telephone equipment shall be suitable for detention centerenvironment. 3. All vendor equipment shall comply with FCC regulations. 4. All vendor equipment must comply with applicable guidelines set forth in the Americans with Disabilities Act (ADA). 5. The proposed equipment and system shall be scalable to meet the County’s growingneeds. 6. Vendor equipment shall include backup power in the event of temporary loss of commercial power. 7. The equipment shall have reinforced cords of a length determined by the county that may vary based on the installation location. The handset cord shall be capable to withstand up to 800 pounds oftension. C. Inmate Telephone System Features 1. The System will utilize Personal Identification Numbers (PIN) for inmates. Describe your system’s use of PIN’s. 2. The System shall have the capability to detect three way calls. The System shall prevent the inmate from obtaining a second dial tone, or “chain calling”. 3. The system shall be able to remotely monitor inmate calls. 4. The system shall provide a pre-recorded announcement identifying that the call is coming from a specific inmate at the Alvin S. Glenn Detention Center and is subject to recording and/or monitoring. 5. The system shall allow call blocking of specific numbers for thefacility. 6. The system shall have the capability to suspend an inmate’s calling privileges by setting a beginning and ending date. The System will automatically re-enable privileges once the period has passed. 7. Allow real time listening of conversation in progress without the inmateknowing. 8. Allow the ability to disconnect the call in progress. 9. All call recordings shall be stored online and available through the online user interface for ninety (90) days.
