Specifications include, but are not limited to: Eligible inmates may receive up to four packages per year at times designated by the Department. Two packages per year will include food, hygiene and clothing items, and the other two packages two times per year will consist of food and hygiene items only. When an inmate is scheduled to receive a package, the different types of items “food, clothing and hygiene” are to be “bagged” separately but packaged and shipped together, at the same time. All packages will have a "dollar" limit of $200.00 plus shipping & handling which applies to food/snacks only. The hygiene and clothing items that have quantity limits are NOT included when calculating the $200 spending limit. Standard quantity limits on clothing, towels and wash clothes are based on quantity limits which are already established by SCDC policies and guidelines. The limit on the purchase of any single food item is a maximum of 12 each (excluding Ramen Noodles which is currently limited to four 24 packs). The Offeror must have the ability to track and combine multiple orders for a single inmate without exceeding the established dollar or quantity limits for the different types of items. For example: Inmate John Doe's Mother, Brother, and Sister each purchase a Food and Hygiene package for John Doe in the amounts of $65.00, $70.00 and $75.00 respectively. These orders for John Doe total $210 which is more than the limit of $200.00. The customer who placed the last order received would then receive an automatic $10.00 refund and $10.00 worth of items would be eliminated from the order consistent with SCDC’s policy. It is the responsibility of the Offeror to notify the purchaser that the order will be short and the Offeror will choose items to be eliminated. It is preferable for the inmate to receive a single package containing the merchandise from all the three orders combined. Inmates also may purchase packages for themselves and SCDC incarcerated “immediate family members”. Immediate family is defined as spouse, siblings, parents, grandparents, children and grandchildren under the same rules. Inmates cannot purchase packages for other inmates that are not immediate family members as defined above. Certain items are gender specific and can only be purchase for the designated gender. Gender Specific items must be clearly noted as such in all marketing materials (website, order form and catalog).
