Specifications include, but are not limited to: The Project will be designed and constructed in two phases using the progressive design-build delivery method: Phase One: Preparation of the force main preliminary engineering report (PER) and option matrix, coordination of the force main PER and option matrix with the County for approval, design document and permitting information development (30-60% design) such that the selected design-builder can prepare and provide a project implementation guaranteed maximum price (GMP) proposal. The existing force main run through the Anne Springs Close Greenway conservation easement. The PER should evaluate this area and make sure it’s feasible to locate the new force main on that side. There is a Pennies widening project along a portion of the force main. Design build team should coordinate with the Pennies consultant to make sure new force main will not be with in the new road widening right of way. Phase Two: Complete design, permitting, construction and post-construction tasks, including performance testing, and commissioning. (Phase Two GMP may be divided into one or more phases to expedite construction; for example: building the force main in sections). When developing the GMP and implementing the construction of this project, the designbuilder will be required to obtain competitive bids for construction services, utilize subcontractors prequalified by the design-builder and preapproved by the Owner. All bids will be shared with the owner in their original forms along with compilation spreadsheets. The owner expects to participate in the selection of all sub-contractors.
