Specifications include, but are not limited to: a.Emergency Road Clearance: First Push Debris Removal from transportation routes to be accomplished per Federal Emergency Management Association (FEMA) Requirements and as directed by SCDOT.http://www.fema.gov/b.Debris Removal from Public Property: Removal of debris from public rights of way. Removal of debris beyond public rights of way as directed by SCDOT to abate imminent and/or significant threats to the public health and safety of the community.c.Detailed equipment and methodology plan to handle debris streams during a disaster response. The SCDOT will approve the implementation of the plan prior to a disaster.d.Debris Management Sites (DMS), formerly known as Temporary Staging and Reduction Sites (TDSRS):The Contractor must identify, legally obtain, prepare and maintain a sufficient number of DMS facilities to accept and process all eligible debris. All applicable permits for DMS must be secured from South Carolina Department of Health and Environmental Control (SCDHEC) and must be provided to SCDOT and property owners.TheSCDOTwill approve all sites that Contractor(s) must be allowed to work. The Contractor must remove and properly dispose of debris and leave the site from which the debris was removed in a clean and neat condition. The condition of the work site must be equal to or better than the original condition of the site prior to the disaster.e.Final DMS site remediation must have written approval from both the SCDHEC and the property owner. Preparation and maintenance of facilities must include the DMS approach and interior road(s) for the entire period of debris hauling, including provision of crushed concrete for any roads that require stabilization for ingress and egress. Each facility must include a roofed inspection tower sufficient for a minimum of three (3) inspectors for the inspection of all incoming and exiting loads. All debris must be processed in accordance with local, state and federal law, standards and regulations. Processing must include, but is not limited to, reduction by tub grinding and/or incineration when approved in accordance with required permits. Prior to reduction, all debris must be segregated between vegetative debris, construction and demolition debris, recyclable debris, white goods and hazardous waste.
