Specifications include, but are not limited to: PHASE I: The Lancaster County School District is soliciting Statements of Qualifications from qualified contractors to provide Construction Manager at Risk Services, using the Evaluation Criteria stated herein, to provide expertise to the Owner (“District”) in Pre-Construction Phase Services and Construction Phase Services for various projects. The District intends to identify several firms that have the qualifications necessary to carry out the work of one (1) or more projects. All projects are subject to the approval of the Board of Trustees of the Lancaster County School District (“Board”). Accordingly, the District reserves the right to accept or reject any Statement of Qualifications or Proposals received. This solicitation does not commit the District to use the Construction Manager at Risk delivery method for any project. Projects may be packaged in any manner by the District for award. PHASE II: General Construction Contractors who are pre-qualified in Phase I will be invited to submit a proposal for potential projects. The evaluation factors for Phase II will be included in the Request for Proposal solicitation to be issued to the pre-qualified contractors in Phase I. The pre-qualified general contractors may be invited to an interview to present their proposal. The Evaluation Team will recommend the top ranked firm(s) to be assigned to each, or multiple, project(s), The successful Contractor(s) will provide expertise during the Pre-Construction Phase. The Contractor’s expertise should include, but not be limited to, knowledge of construction means and methods, knowledge of materials and placement methods, cost estimating, value engineering, subcontractor recruitment, construction packaging, and permitting. Contractor and Owner will then attempt to negotiate and agree to a Guaranteed Maximum Price (GMP) for the construction phase of the project(s).
