Specifications include, but are not limited to: The U.S. Department of Housing and Urban Development (HUD)’s Fair Housing Rule aims to provide all HUD grantees with clear guidelines and data that will help set goals to reduce barriers to fair housing in their jurisdiction. The purpose of the Analysis of Impediments (AI) is to serve as the basis of impediments to fair housing and provide detailed information to policymakers, administrative staff, housing providers, lenders, citizens and fair housing advocates. This approach provides a mechanism for HUD grantees to build Fair Housing goals into their existing community development planning process. The AI involves a review of fair housing laws and its affects upon a specific locality. The AI should take into account the availability and accessibility of housing and housing services, concentrated areas of poverty, and commercial and retail development. Based upon a review of these and other factors, an assessment is made of both the public and private sectors that affect fair housing choice.
