Specifications include, but are not limited to: 1. Using existing town‐owned surveys, Town of Portsmouth, Rhode Island Web GIS Maps and Online Property Information, and the results of the recently‐completed facilities study performed by Jacobs Engineering, analyze existing town‐owned sites for their appropriateness to support the Town’s need for a Community Center. a. Site 1: The former Aquidneck Island Christian Academy at 321 East Main Road, Portsmouth, RI. b. Site 2: Portsmouth Multi‐Purpose Senior Center at 110 Bristol Ferry Road, Portsmouth, RI. c. Other potential site options that the Town should consider. 2. Using input from town officials and information gathered from the Portsmouth, Rhode Island Parks & Recreation Needs Assessment dated November 2019 prepared by The Center for Research & Public Policy, Inc., develop a preliminary conceptual program for the new Community Center. Initial thoughts based on similar buildings estimate the new Community Center to be approximately 30,000 square feet or larger. 3. Develop a conceptual Site Plan and Floor Plan based on an agreed program that was established from task 2 above. 4. Develop an initial building massing form presented in 3‐dimensional drawings. 5. Develop a preliminary, conceptual cost estimate to be used by the Town of Portsmouth for planning and budgeting purposes.
