Specifications include, but are not limited to: This item shall consist of the preparation of a stabilized base course composed by blending the existing bituminous pavement and its gravel base course. The existing bituminous pavement shall be pulverized with a self-propelled combination pulverizing and compacting machine, weighting in excess of ten (10) tons, to depth of twice that of the existing pavement but not to exceed eight (8) inches. Equipment such as road planers or cold milling machines which are designed to mill or shred the existing bituminous pavement rather than crush or fracture it, and ripping or pushing machines such as motograders or bulldozers which are not capable of producing a uniform blend of pavement rather than crush or fracture it, and ripping or pushing machines such as motograders of bulldozers which are not capable of producing a uniform blend of pavement and base and are incapable of creating heat through friction, will not be acceptable. All material shall be pulverized and crushed to minus two and one half (2 1/2) inches and blended into a homogenous mass, utilizing the asphalt from the existing pavement which is heated by the cutting drum, as a stabilizing agent, bonding the material together and waterproofing the base.
