1. The Master Plan shall provide a road map to develop the Ladd Center to its maximum potential as a multi-purpose state government district under the jurisdiction of the Rhode Island Department of Administration in harmony with the host community. 2. The successful Respondent to this RFP shall provide a Master Plan for the revitalization and development of the Ladd Center with consideration for the geographic and environmental context of the campus and existing facilities to remain. In order to accomplish this, the successful Respondent shall propose specific language to include in the Exeter Comprehensive Plan and Exeter Zoning to facilitate implementation of the proposed Master Plan. It should be noted that the Exeter Comprehensive Plan is currently being revised which provides opportunities for revisions to the draft document. 3. The Master Plan shall provide a plan for the physical organization of the campus including the development of vacant land as potential building sites and the reuse of a limited number of sites that may have existing smaller buildings. It shall also plan for the optimum use of any undeveloped or underutilized sites within Ladd Center. This plan shall clearly identify and delineate viable development parcels along with acreage of parcels and assets and constraints of each parcel. 4. Analyze the existing transportation network including, traffic, parking, vehicular and pedestrian circulation, public transportation, delivery routes and bicycle use. Provide layouts for any proposed transportation improvements. This shall include a walking trail that connects various development nodes on the campus.
