Specifications include, but are not limited to: Review of all relevant documentation and information (ie. Wastewater Operation and Maintenance Manuals, Suez Contract, Wastewater Budget and Financial Reports, RIPDES permit, etc) along with site visits to the treatment facility and pumping stations so that the selected consultant has a complete and thorough understanding of the City’s Wastewater Facilities. Meetings with City officials to understand key objectives of the City. Assist the City in the development of RFQ and RFP documents for contract services for the Operation and Maintenance of the City’s Wastewater Facilities. Review and evaluation of proposals. Assist the City in formulating a plan for the City to resume operation and maintenance of its wastewater facilities utilizing City employees as it did prior to signing the United Water Agreement in 2010. Consultant shall advise the City on operational efficiencies and cost effective strategies while continuing to provide a high level of service and meet all regulatory requirements. Preparation of a report outlining the pros and cons of each approach, a complete assessment of contract vs. municipal operations, including a comparison of cost impacts, technical and operational issues, legal implications and risk management. Assist the City as needed in contract negotiations. Assist the City in its transition to a new contract vendor, or with municipal operations.
