A. General The Successful Offeror(s) shall provide all labor, supervision, material, parts and equipment to provide turnkey HVAC services including PPM, on-call repair services, and equipment replacement installation services for all selected HVAC systems for the County’s general government and HCPS. Services shall be provided on a scheduled and as-needed basis. HVAC assets include, but are not limited to air handling units, chillers, cooling towers, variable air volume systems, roof top units, split systems, heat pumps, exhaust systems, and associated mechanical equipment. B. Planned Preventative Maintenance Services The Successful Offeror(s) shall perform all PPM services necessary to maintain equipment, parts, components, etc. in optimum operating condition in accordance with the Original Equipment Manufacturer’s (“OEM”) recommendations. The Successful Offeror(s) shall: 1. Develop and implement a comprehensive preventative maintenance schedule tailors to each asset per OEM recommendations and industry standards. 2. Perform monthly, quarterly, semi-annual, and/or annual inspections and services as appropriate, to include, but not limited to: a. Filter replacements b. Belt inspections/replacements c. Lubrication of moving parts d. Adding refringent as needed e. HVAC pipes flushing f. Cleaning of coils, strainers, traps and drain pans g. Calibration of thermostats and sensors h. Testing safety control and electrical connections i. BAS checks and software diagnostics in instances where PPM services interface with BAS systems (coordination with established BAS providers is required) 3. Provide detailed reports after each maintenance service, noting conditions, actions taken and recommendations. 4. Maintain, and share with the County and HCPS, maintenance logs per asset. C. On-Call Repair Services and Emergencies The Successful Offeror(s) shall be available 24 hours a day, seven days a week, 365 days a year to provide repair services as needed. The Successful Offeror(s) shall: 1. Provide standard on-call repair services and respond no later than 24 hours after a service request notification. Standard on-call repair services shall be performed Monday through Friday, 7:00 a.m. to 6:00 p.m. 2. Provide emergency on-call repair services and respond no later than 2 hours after an emergency notification. Emergency on-call repair services shall be performed outside the days and hours of standard on-call repair services and shall include County holidays. 3. Provide necessary repair services discovered during PPM services, that fall outside of PPM, with County or HCPS approval. 4. Inspect, test, and analyze assets to identify malfunctions, and pinpoint the areas requiring repair. 5. Provide temporary solutions where immediate repair is not feasible, ensuring system operation or occupant safety. 6. Maintain, and share with the County and HCPS, repair service logs per asset per service call. 7. Bill for all repair services pursuant to contracted hourly rates and costs of materials, equipment, etc., as approved by the County and HCPS.
