Overview of Volusia County Water and Sewer Utilities The County provides high quality potable drinking water, wastewater (sewer) service and recycled water for residents and businesses. Currently, there are approximately sixteen thousand (16,000) residential and commercial accounts that are separated into three (3) separate meter reading/billing cycles. Billing terms are net 30 days and payment processing is completed by the following methods: Online web payments. Automated clearing house payments (ACH). Payments mailed and processed through Volusia County Revenue Dept. Payments processed at the County’s Tag and Title Office locations. Accounts that are past due are charged a monthly late fee. The County also turns off service on delinquent water accounts. Overview of Volusia County EMS Billing The County provides emergency ambulance medical and transportation services within Volusia County boundaries. Most calls for service are dispatched through the County’s 911 emergency system. Last fiscal year (October 1, 2022, through September 30, 2023), the County responded to approximately eighty-eight thousand (88,000) calls for service and approximately sixty-seven thousand (67,000) transport billings were completed. Last fiscal year, approximately twenty-eight thousand (28,000) accounts were sent to collection with full or partial balances due. The County’s in-house EMS billing staff of professional billers and coders complete the billing process in accordance with insurance requirements. Often times there are multiple payers, such as automobile insurance, private insurance, and patient payments for a single ambulance trip. The County’s EMS billing and collections office exhausts all aspects of revenue cycle management prior to placement with the debt collection agency. The average age of accounts at time of placement is 90 days. The expected number of accounts to be placed with the Contractor is approximately 1,600 per month totaling approximately $620,000. Placements are currently submitted to the Contractor once weekly. Contractor must be able to process .txt and .dat placement files. The historical rate of return on accounts placed is 6.5 percent. For fiscal year 2023 (October 1, 2022, through September 30, 2023), approximately fifty-three million ($53,000,000) dollars in gross revenues were recorded and approximately twelve million five-hundred thousand ($12,500,000) dollars was recorded as bad debt (which included bankruptcies, estates, and accounts sent to collections).
