4.1.1 12-Month Inspection and Testing The Contractor shall conduct 12-month inspections, and testing, which shall include all the requirements of annual inspections to satisfy FDEP, the Environmental Protection Agency (EPA), and local authorities, along with the following additional services: 4.1.1.1 Annual Operability Testing of ASTs The Contractor shall: a. Inspect the AST and associated equipment to comply with EPA’s Spill Prevention, Control, and Countermeasure (SPCC); b. Check tank foundations and supports; c. Check tank shell, heads, and roof; d. Check for correct and readable labeling of the tank; e. Check tank manways, piping, and equipment; f. Check tank equipment; g. Check tank/piping release detection; h. Check the level gauge; i. Check secondary containment (where applicable); j. Check other equipment associated with the tank; and k. Provide a report to satisfy the annual FDEP Inspection requirement. 4.1.1.2 Annual Overfill Alarm Operation Inspection The Contractor shall: a. Check the fuel level in the tank by stick reading; b. Ensure no water is present in the tank by using a water-detecting paste; c. Ensure overfill alarms activate in test mode at the console (where applicable); d. Check level gauges and floats for correct operation; e. Ensure the overfill alarm activates and batteries are up to date (where applicable); f. Ensure level gauges are readable; g. Compare stick reading and level gauge reading for accuracy; h. Ensure the overfill alarm can be heard or seen while delivering product to the tank; and i. Provide a report to satisfy the annual FDEP Inspection requirement. 4.1.1.3 Automatic Tank Gauge Operation Inspection (where applicable) The Contractor shall: a. Check the fuel level in the tank by stick reading; b. Ensure no water is present in the tank by using a water-detecting paste; c. Check all floats for operability and free movement; d. Check that the float levels agree with the value programmed into the console; e. Ensure all alarms activate; f. Compare stick reading and level gauge/console readings for accuracy; and g. Provide a report to satisfy the annual FDEP Inspection requirement.
