This Request for Qualifications (RFQ) includes, but may not be limited to, affordable housing developer partner qualifications related to a potential future Request for Proposals (RFP) for planning, design, development, financing, construction, management, operation and maintenance of deed-restricted affordable housing for the Lake Hill site in Summit County. The Lake Hill site sits between the Dillon Dam Rd. and I-70 and consists of approximately 45 acres. The County estimates that between 436 and 825 deed restricted residential units can be accommodated on the site depending on unit type and design. A childcare center, senior living facility, community center and green spaces are also contemplated for the site. The parcel is owned by Summit County and is located adjacent to the northeast limits of the Town of Frisco, in unincorporated Summit County. The Lake Hill site is estimated to accommodate between 436 and 825 residential units depending on unit type and design. The proposed development should be predominantly deed restricted workforce housing. However, the developer may propose for a limited portion of the development to be market rate housing to help fund the development of workforce housing. A childcare, senior living facility, community center and green spaces are also desired for the neighborhood. The first step required by the chosen developer will need to be negotiating with the Frisco Sanitation District for sewer service and the Town of Frisco for water service. Once agreement with both entities is reached, the property will need to go through the entitlement process and be rezoned to PUD. The County expects this project will be developed in phases with potentially both for sale and for rent affordable housing on the site with various AMIs. The site for the proposed Senior Facility will be platted and developed by the developer chosen by Staying in Summit, a Countywide non-profit. It has yet to be determined who would develop the childcare and community center, but the neighborhood needs to be designed to accommodate both.
