Specifications include, but are not limited to: Louisville Metro is seeking to award a contract to a qualified consultant to provide professional traffic counting services. The contract will be for a contiguous twelve (12) hour, typically 7AM to 7PM Turning Movement Counts, twenty-four (24) hour, typically 7AM to 7AM Turning Movement Counts, forty-eight (48) hour Volume/Speed counts, and twelve (12) hour pedestrian counts. Additionally, the consultant shall be required to submit for processing and return processed turning movement count data collected by Louisville Metro. All traffic counts will include vehicle, bicycle, trucks and pedestrian count data. Additionally, as requested, right turn on red analysis shall be conducted as a part of the turning movement count. This service will be inclusive of a varying number of turning movement counts, volume/speed counts and pedestrian counts each year. A turning movement count consists of all allowable turning movements, including but not limited to free or uncontrolled right turn movements, and will include trucks, bicycles and pedestrians. Most counts will be conducted on Tuesday, Wednesday or Thursday when Jefferson County Public School (JCPS) is in session as approved by Louisville Metro unless otherwise requested by Louisville Metro project manager. Consultant shall not conduct traffic counts at locations affected by nearby construction, scheduled events, or any other abnormal circumstances which may affect the normal flow of vehicular traffic. Consultant shall develop and submit (included in provided pricing) a schematic sketch of the lane configuration at the intersection illustrating the number and width of turning movement lanes, through lanes, and crosswalk width and length as measured from face of curb to face of curb. The selected consultant may provide the count data electronically by a flash drive, zipped files or by e-mail. All counts shall be submitted in a Jamar Petra Pro format (.ppd), or similar software as specifically approved in writing by Louisville Metro project manager.
